Spain's new budget aims at spending cuts not tax rises

MADRID (Reuters) - Spain announced a detailed timetable for economic reforms and a tough 2013 budget based mostly on spending cuts on Thursday in what many see as an effort to pre-empt the likely conditions of an international bailout.

Ministry budgets were slashed by 8.9 percent for next year and public sector wages frozen for a third year as Prime Minister Mariano Rajoy battles to trim one of the euro zone's biggest deficits while unemployment benefit costs rise in a recession.

"This is a crisis budget aimed at emerging from the crisis ... In this budget there is a larger adjustment of spending than revenue," Deputy Prime Minister Soraya Saenz de Santamaria told a news conference after a marathon six-hour cabinet meeting.

Beset by anti-austerity protests and threats of secession by the wealthy northwestern region of Catalonia, Rajoy is resisting market and diplomatic pressure to apply for a rescue, partly out of concern for national sovereignty but also because EU paymaster Germany insists Spain doesn't need help.

The conservative government said tax revenue would be higher than originally budgeted in 2012 -- partly due to a hike in value-added tax (VAT) -- and would grow by 3.8 percent next year from this year.

Central government spending would be cut by 7.3 percent while revenue would rise 4 percent in 2013 including a big leap in VAT income. Regional budgets will be presented individually through the year. More details will be announced on Saturday, when the proposal goes to parliament.

Spain, the euro zone's fourth largest economy, is now at the centre of the euro zone's debt crisis. Investors fear Madrid cannot control its finances and question whether Rajoy has the political will to take all the necessary but unpopular measures.

Madrid is talking to EU authorities about the terms of a possible aid package that would trigger an European Central Bank bond-buying program and ease Spain's unsustainable funding costs.

Brussels has demanded an independent budget oversight entity, which Economy Minister Luis de Guindos said on Thursday would be created to review budget execution. The government is still analyzing potential conditions for aid, he said.

Uncertainty over Spain's ability to slash the public deficit to 6.3 percent from close to 9 percent last year, and control spending in regional governments, has been stoked by demands for independence in Catalonia.

The autonomous region's parliament voted on Thursday to hold a referendum on independence, but Saenz de Santamaria said the region must consult the rest of the country first.

Pensions, earmarked by the European Commission as a key area for reform, will rise by 1 percent next year but Treasury Minister Cristobal Montoro would not be drawn on whether the government would pay an inflation catch-up which could be over 3 percent this year.

Before the end of the year the government will announce a pension reform that will restrict early retirement.

ECONOMIC REFORM TIMETABLE

The deputy premier said the government would set out 43 new laws to reform the economy over the next six months and including reforms to the labor market, public administrations, energy services and telecommunications sectors.

The detailed timetable for economic reforms goes beyond what the European Commission has required and is an ambitious step forward, the EU's top economic official said on Thursday in response to the government announcements.

"The reforms are clearly targeted at some of the most pressing policy challenges," EU Economic and Monetary Affairs Commissioner Olli Rehn said in a statement.

Market reaction was cautious.

"The first impressions (of the announcements) are good, heading towards a major adjustment in spending rather than in revenues," said Jose Luis Martinez of Citigroup, in Madrid.

"However, we see as too optimistic the macroeconomic assumption of 0.5 percent recession for the next year. We see a scenario with a deeper recession and if this were the case, further spending cuts will be needed".

De Guindos' statement that the 2012 budget deficit target would be met this year due to a solid increase in revenues will also be viewed with suspicion with many economists expecting the government to miss its deficit target.

The measures continue to heap pressure on the crisis-weary population and are likely to fuel further street protests, which have become increasingly violent as tensions rise and police are given the green light to use force to disperse crowds.

A quarter of all Spanish workers are unemployed and tens of thousands have been evicted from their homes since a housing bubble birst in 2008 and plummeting consumer and business sentiment tipped the country into a four-year economic slump.

The prime minister's image, both at home and abroad, has deteriorated rapidly since his party won an absolute parliamentary majority last November.

Bolivia protects river dolphins

Bolivian President Evo Morales has enacted a law aimed at protecting a unique species of dolphins that live in the country's Amazon rivers.

The new legislation bans fishing freshwater pink dolphins and declares the species a national treasure.

At a ceremony along the shores of the Ibare river, President Morales called on the armed forces to protect the habitats of the pink dolphins

The species is threatened by erosion, pollution and logging in the Amazon.

The Bolivian pink dolphin, whose scientific name is Inia boliviensis, is similar to mammals found in neighbouring Brazil, Peru, Colombia and Venezuela.

Male Bolivian freshwater pink dolphins can weigh up to 200kg (440 pounds).

An appendix to the Convention on International Trade in Endangered Species of Wild Flora and Fauna (Cites) says the species is vulnerable because of overfishing in the Amazon basin.

But it says the main threat is the contamination of rivers in the region by mercury, used in illegal gold mining operations.

Bieber, One Direction top list of young music acts

LOS ANGELES (Reuters) - Justin Bieber topped Billboard's "21 Under 21" list of the world's top young musical acts for the second year in a row, fending off stiff competition from British boy band One Direction.

Bieber, 18, "remains more powerful in the pop universe than ever", Billboard said, having released two No. 1 albums in the last year - holiday set "Under the Mistletoe" and his latest pop album, "Believe".

"Bieber is the supernova of teen pop stars with charisma, popularity and swagger to spare ... it's Biebs' world, and we're lucky to live in it," the music publication said.

One Direction, whose five members range in age from 18 to 20, burst onto the U.S. pop scene just six months ago after first soaring to success in their native Britain. Managed by British TV entrepreneur Simon Cowell, One Direction made history in March when it became the first UK group to debut at the top of the Billboard 200 chart with its first album.

Singer Demi Lovato, 20, came in third on the list. The former Disney Channel star joined the judging panel on TV singing competition "X Factor" this year.

Rounding out the top five were country singer and "American Idol" winner Scotty McCreery, 18, and rapper Mac Miller, 20.

Egypt: Sinai militants clash with army, police

EL-ARISH, Egypt (AP) ? Egyptian officials say Islamist militants clashed with army and police in northern Sinai, wounding seven people and using children as human shields to avoid capture by the security forces.

Three soldiers and four civilians, including a small girl and an old woman, were wounded in Sunday's fighting in the towns of el-Arish, Sheik Zweid and Rafah, the officials said on condition of anonymity according to their rules. They said the clashes were triggered by the arrest of four suspects.

The officials said some militants took refuge in a school in Sheik Zweid using children as hostages. They then fled, leaving the children behind.

Government forces launched a major security sweep in the Sinai in response to a brazen attack on a border outpost on Aug. 5 that killed 16 soldiers.

Japan finds another disaster readiness gap: Mount Fuji

When Toshitsugu Fujii became head of a Japanese task force on disaster response at Mount Fuji, he was confronted with a startling oversight. Japan had no plan in place to deal with a disaster in which an earthquake sparks a volcanic eruption at the country's most famous landmark.

Fujii said a tremor "greatly increases" the chance of an eruption in a country that has experienced nearly 12,000 earthquakes since the magnitude 9.0 tremor that led to disaster on March 11, 2011.

"They always forget about the volcanoes," he said. "The government has never included Mount Fuji in its earthquake scenarios."

Fujii's job is to change that. More than a year after the earthquake, tsunami and nuclear power plant meltdown that scarred a generation of Japanese, the government is still working to close the gaps in its disaster response.

Scientists say that the 2011 earthquake may have increased the chances of Mount Fuji erupting. The disaster caused a series of tremors around the mountain, including a magnitude 6.4 quake directly beneath it that caused a 20 meter-long crack in its side and put pressure on the volcano's magma chamber.

The volcano is active and if an eruption were to occur, it would potentially threaten a vast area including Tokyo, 100 km (62 miles) away.

Still, Japan's tallest point at 3,776 meters (12,388 feet) and a national symbol that adorns Japanese passports has been silent since 1707.

"Although there are no signs of any irregularities at present, we need to watch it very carefully for another two or three years," said Eisuke Fujita, a senior volcano researcher at the National Research Institute for Earth Science and Disaster Prevention.

Fujita said there have been many examples of volcanoes erupting following a magnitude 9 earthquake, as in Kamchatka, Chile and Sumatra.

"The government has to prepare for a logistical nightmare," he said. "They've said they are going to do something but they haven't got their act together so far."

Part of the problem is the fractured nature of Japanese bureaucracy, with a division between the teams planning for earthquakes and eruptions.

"We don't include an eruption at Mount Fuji in our earthquake scenarios because we simply don't know whether a quake would cause one or not," a Cabinet office spokesman told Reuters.

The Cabinet in August set up a task force to draft a disaster response plan based on a hazard map drawn up in 2004.

The map shows the areas likely to be affected by lava flows or an ash cloud and it sets priorities for evacuating the surrounding population.

Fujii, who heads the committee and is both a professor emeritus at Tokyo University and executive director of the Crisis and Environment Management Policy Institute, said the government had so far failed to set up sufficient defenses against even its own worst-case scenario.

Under that scenario, the 2004 map suggests economic damage from an eruption would be 2.5 trillion yen ($32 billion).

But it could be "several times" that, Fujii said.

Shizuoka, a prefecture that borders the mountain, will include for the first time an eruption as part of a revised earthquake contingency plan due to be published next June.

Local communities most at risk have been reluctant to discuss such a scenario in the past, concerned it would impact tourism.

A book published in 1983 wrongfully warning of an imminent eruption was blamed for driving tourists away and causing a $3 million loss in revenues for a prefecture bordering the volcano.

The government and Tokyo Electric Power Co Inc, the operator of the Fukushima power plant where the nuclear meltdown happened, described the March 11 disaster as "unforeseeable," despite historical evidence to the contrary.

Critics of the Mount Fuji hazard map say it has omitted several potential consequences of an eruption, ignoring past events.

This includes a partial collapse of the mountain, which could trigger a landslide and an enormous tsunami along Japan's south coast, Masaki Takahashi, professor of geology and volcanology at Nihon University, said.

"Most volcanoes only have one partial collapse in their lifetime, but Fuji has already had two in 20,000 years, meaning it cannot be ruled out as a possibility in the future."

GOP focuses on monthly jobs report, but do voters?

WASHINGTON (AP) ? The government's monthly jobs report has become Washington's most anticipated and studied economic indicator, pounced upon by politicians, economists and journalists for snap judgments as the presidential election nears. But in the real world, most everybody else just looks around and figures things out for themselves.

Is that steel plant closing? Are Ford or General Motors rehiring? How much are those groceries? What's a full tank of gas going to run me? How much is our house worth? How's that 401(k) doing? When will I find another job? Will our college-educated daughter ever find work and move out.

These are the kinds of questions economists and pollsters say are on people's minds more than government statistics.

"People are not looking at these government reports to decide how the economy is doing, or how well they or their neighbors are doing. They know from their own daily experience," Democratic pollster Mark Mellman said.

"The flow of economic news matters," but only to supplement what their own eyes tell them, Mellman added.

Given that the unemployment rate hasn't dipped below 8 percent since the first month of President Barack Obama's term, Republicans are seizing on the new jobs numbers that come out the first Friday of each month. The GOP is using the fresh figures to batter the president and revive the question famously asked by Ronald Reagan in 1980: "Are you better off now than you were four years ago?"

"We're going in the wrong direction," asserts GOP nominee Mitt Romney. "This president ... doesn't understand what it takes to make our economy work. I do."

The latest numbers show a jobless rate of 8.1 percent for August, with monthly job creation an anemic 96,000, not enough to even match the growth in working-age population. It's doubtful the picture will improve much by Election Day. No president since Franklin D. Roosevelt in the 1930s has won re-election with an unemployment so high.

Unemployment for Roosevelt was then about 15 percent, but falling from around 25 percent. Momentum and direction do count for something.

The economy has lost a staggering 8.8 million jobs in the downturn and has clawed back only 4.1 million. Just two jobs reports remain before the Nov. 6 election ? on Oct. 5 and Nov. 2 ? and they could be crucial to the outcome.

"To the average person, the economy is a very personal thing," says White House communications director Dan Pfeiffer. He said people look at different factors.

But which ones?

"Jobs is still No. 1," said Mark Zandi, chief economist at Moody's Analytics. "It's at the top of everyone's list. People might not know the government jobs number that comes out each month, but they see it every day in their lives." A close second right now, Zandi says, are gasoline prices, with the national average grazing $4 a gallon. But otherwise, inflation is generally muted.

Dan Connaghan, 69, a retiree in Traverse City, Mich., who supports Romney, agrees. "Unemployment figures don't have an effect on my vote." He questions their accuracy. But he also says there's one thing he knows for sure: "We're worse off than we were four years ago. No doubt about it."

Pollster Andrew Kohut, president of the Pew Research Center, said the government numbers "give people a basis of confirmation of their own sense about the economic issues that are the most important to them. And right now, it's jobs."

Only 10 percent of the people in a recent Pew survey consider today's economic conditions "excellent" or "good," Kohut said.

To homeowners, the value of their house ranks high. With nearly half the nation's adult population owning stocks and other securities, mostly through 401(k) and similar programs at work or in pension funds, the Dow Jones Industrial Average is paid some heed.

At its Friday close, the Dow marked its highest level since December 2007, the first month of the recession.

Other reports are more ominous.

The government reported this past week that the income of the typical American household has fallen to levels last seen in 1995.

Interest rates are also followed by many. When they're low, as now, it means individuals and businesses with good credit can borrow money at exceptionally low rates.

But there is a down side. For savers and seniors on fixed-income, there are paltry payouts on balances often drawing interest of 1 percent or less. This only adds to anxiety, particularly among baby boomers and other older Americans, especially given the softness in housing prices.

Jabril Shaikh, 27, of Milwaukee, works at a temporary job in the legal department at a JPMorgan Chase bank. He considers himself underemployed and says he works with a lot of lawyers who are deeply in debt but are only temporary workers. "It's really sad and frustrating ... but this is all I can get right now, you know?"

Leaning toward Obama, he said the unemployment rate will be a factor in his vote for president. But he's also taking into account other social issues.

Jonathan Ketcham, an Arizona State University associate professor who studies the link between local and state economies and presidential elections, said that, contrary to what many political operatives believe, voters are actually more influenced in their presidential decision by the national economy than by state or local conditions.

"We found that, going back to 1932, a state's unemployment rate had no ability to predict voting for president," he said. Furthermore, he said, despite the GOP four-year "are you better off" question, "we found that most people only pay attention to the most recent year, not to the past four years."

He said he views this as evidence that "people are rightly holding presidents accountable for the performance of the national economy." If true, that could be an important factor in this year's swing states that will likely determine the election outcome.

They're nearly evenly divided between states with jobless rates lower than the 8.1 percent national average, such as Ohio, Iowa, Virginia, New Hampshire and Wisconsin, and battleground states with higher rates such as Florida, Colorado, Michigan, North Carolina and Nevada.

Heading into the home stretch, Obama leads Romney in Florida, Ohio and Virginia, according to new post Labor-Day NBC News/Wall Street Journal/Marist polls.

"I think that in general, Obama's whole economic plan isn't working. Obviously people have been unemployed for a long time," said Rob Sheehy, 41, of Saukville, Wis., an information technology consultant who generally votes Republican. "I definitely do think it's time for a change and we need to try something else."

It could be a disgruntled employee, an angry customer or even a competitor, says V. Michael Santoro, coauthor with John S. Rizzo of Niche Dominance: Creating Order Out of Your Digital Marketing Chaos (www.NicheDominance.com).

?Anyone can post a bad review online and hurt your business,? says Santoro, who is a managing partner with Rizzo of Globe On-Demand, an internet technology company. ?Unfortunately, most business owners are not even aware that these bad reviews are out there.?

Seventy-two percent of buyers trust reviews as much as personal recommendations, and 70 percent trust consumer opinions posted online, according to a recent Nielsen Global Trust in Advertising Survey.

?A bad review published in a newspaper, or broadcast on radio or TV, is short-lived, but a bad review posted online can live indefinitely,? says Rizzo. ?With consumers now researching an average of 10 reviews before making a buying decision, and 70 percent trusting a business that has a minimum of six reviews posted, business owners need to be proactive in developing their online reputation. Online searches have been streamlined, combining reviews with maps, pay-per-click advertising, local business directories and Facebook Fan pages, Santoro says.? As damaging as bad reviews can be, positive reviews can be equally constructive, he says.

Rizzo and Santoro offer an Internet marketing strategy called ?reputation marketing,? described in the following steps:

??Develop a 5-Star Reputation: Begin by having your happy customers post great reviews about your business. Strive to have at least 10. Have each post to one of the following: Google Plus Local, Yelp, CitySearch, SuperPages, YP.com, your Facebook Fan page, etc. This needs to be a continuous process. Proactively ask your customers to post reviews.

??Market Your Reputation: Once reviews are posted, use a well-designed online marketing strategy to drive targeted traffic to your website. Ensure that your website can convert this traffic into customers. Additionally, showcase these third-party reviews on your website.

??Manage Your Reputation: Regularly check that the reviews being posted are positive. You can use Google Alerts for your business name; however, you will need to check the local directories, too, since they?re not picked up by Google Alerts. By building up the positive reviews, you can counter a poor one by sheer volume. You should also quickly post a reply to a negative review if they occur. Always be professional and indicate what action you have taken to remedy the situation.

??Create a Reputation Marketing Culture: Train your staff to proactively ask customers for reviews and to deal immediately with any customer who appears unhappy. A positive culture will encourage customers to post positive reviews about your business.

Romney's account of Egypt embassy attack flawed

(Reuters) - Republican presidential candidate Mitt Romney has attacked the Obama administration for sympathizing with radical Islamists after the U.S. embassy in Cairo was breached by protesters, but his account of the events in Egypt is flawed.

At the center of his criticism is a statement by the embassy condemning a film about the Prophet Mohammad that angered Islamists who stormed the building on Tuesday and burned the U.S. flag. The American ambassador to Libya and three embassy staff were killed in an attack in Benghazi to protest the same movie.

Romney said the embassy in Cairo issued the statement denouncing the film - called "Innocence of Muslims" - after the mission in Egypt was stormed, arguing that this shows President Barack Obama is weak in the face of opposition abroad.

But the embassy statement was issued several hours before the protests in Egypt began, according to Reuters journalists in Cairo. In an apparent attempt to head off any demonstrations, the embassy posted the statement on its Facebook page on Tuesday morning local time.

Romney has made the timing of the statement the key part of his attack on Obama as they compete in a tight race for the November 6 presidential election.

"The embassy in Cairo put out a statement after their grounds had been breached. Protesters were inside the grounds. They reiterated that statement after the breach. I think it is a terrible course for America to stand in apology for our values," he said in Florida on Wednesday.

Romney originally made the accusation that the statement was issued in response to the protests, and not before them, in a statement on Tuesday night.

"It's disgraceful that the Obama administration's first response was not to condemn attacks on our diplomatic missions, but to sympathize with those who waged the attacks," Romney said.

His comments angered Democrats who say the former Massachusetts governor was too quick to use the Libya and Egypt incidents as fodder for the campaign, particularly as his statement on Tuesday broke a self-imposed truce on criticizing the president on the anniversary of the September 11 attacks.

Starstruck Shorts: Celebrity Films at DC Shorts - DC Shorts Film ...

This year DC Shorts is thrilled to showcase six films that feature the work of some renowned artists in the film business.? As I watched the films, I was struck with questions surrounding their shared component of celebrity?How do shorts featuring such prominent actors differ from shorts with unknown actors?? Do these films require higher budgets and longer production phases?? Surely I assumed, yes.? Yet, I was surprised and enlightened on the reality of my guesswork after speaking to some of these very gifted filmmakers.

I was fortunate to interview Marc Brener, creator of the Hollywood satire, Say It Ain?t Solo, featured in Showcase 13.? The film depicts the story of a father (Stephen Tobolowsky) and son (Josh Brener?Brener?s younger brother) who attempt to derail the production of a Star Wars remake.? In Brener?s words his inspiration for the film centers on the storyline itself, ?Every movie seems like it?s a remake these days.?? Brener?s short featured an ensemble cast of Hollywood entertainers, all of which he had in mind and were happy to take part in the film.? Hosting a relatively famous cast, Christopher Lloyd, Malin Akerman, Jason Alexander, Emmanuelle Chriqui, Joe Mantegna, Eddie Kaye Thomas, Kunal Nayyar, was not as huge a financial undertaking as one might suspect.? Through the Screen Actor?s Guild Short Film Agreement, Brener was able to negotiate working with these actors affordably, which assisted him in retaining a low budget.? And while the film was shot over the course of a year, there were only ?eight or nine shooting days,? according to Brener.? Brener cites his intended audience as, ?Star wars fans, overall movie lovers and inside Hollywood.?? Film enthusiasts will certainly appreciate this film, and hopefully the powers that be in Hollywood will recognize the hackneyed and superfluous amount of remakes being produced in their studios today.

Another film in the 7th Showcase not only features the acting chops of Hollywood charmer, Adam Brody, known for his break out role in Fox?s The O.C., and roles in films such as In the Land of Women and Mr. and Mrs. Smith, but was written by famed director, screenwriter and playwright, Neil LaBute.? I was given the opportunity to speak to LaBute and the film?s director, Nathaniel Krause about what it was like to make the short film, Double or Nothing.

The short depicts a typical spat between a couple Clark (Brody) and girlfriend Becca (Louisa Krause?LaBute?s sister), which progressively evokes a great deal of uncertainty and surprise in the viewer.? The theme of the unexpected is consistent with LaBute?s inspiration for the film, which he imparts,

?I wanted to do something that went in one direction then surprised the viewer by being about something else?a diversion that I?ve employed a number of times as a writer and very much enjoy as a reader and/or audience member.? In this case what looked like a racial/economic conflict turned out to be something very different.?

LaBute?s script was enough to stimulate Krause?s inspiration as a director.

?As the director, the inspiration came from the script.??What immediately drew me in was the raw nature of the interaction between the three characters; Clark, Becca and the homeless man.??Without giving too much away, I felt there was an underlying truth behind Clark?s ploy?something a lot of people can relate too (at least those who have found themselves in a relationship they would rather not be apart of).??As such, I wanted to tow a line between both despising Clark?s actions and being charmed and oddly familiar with them.?

Both LaBute and Krause agree that it was the collaboration of the filmmaking team, ?the people who come together to make it happen,? as Krause says, that made the film a success.? This includes the work of the actors.? Of Brody, Krause said, ?Adam was a pleasure to work with.??He is an extremely open and fearless actor willing to take risks and explore all avenues of a character.?? The role of Becca, Clark?s girlfriend, was written for actress, Louisa Krause.? Thanks to producer Andrew Carlberg, they were able to get Brody onboard for the film.

To my surprise the film was not a high-budget short, and it was shot in only 8 hours?the biggest challenge Krause faced when making the film. ?However, the film was a success.? Krause, the director, hopes that audiences will leave the theatre with more ?questions than answers,? and commends LaBute?s writing with this thoughtful sentiment,

?The beauty of Neil LaBute?s writing is that?as in life?it ultimately poses more questions than answers.??It is simply my intention to give?the audience an intimate look?at a situation that exposes some of the surprising motives behind an individual?s actions.??It reveals why sometimes those we know best can act in ways we least expect.??In that respect, despite the disrespectful way in which the protagonist behaves, the charm he inherently exhibits is meant to maintain his relatability showing that we may not all be that unalike; what truly separates us is how we deal with our similar thoughts and fears.?

Friend Request Pending of Showcase 3 is a particularly noteworthy film directed by Chris Foggin, and written and produced by Chris Croucher. ?The film stars British screen and stage icon Judi Drench, as Mary, a lonely senior citizen navigating the new frontier of social networking in search of love.? The story has an authenticity that is perhaps partly amassed by Croucher?s inspiration for the story, ?Put simply, my Mum!?? He elaborates saying,

?She has recently started social networking and watching her learn really fascinated me. This very ?of now? story about how older generations deal with what for my generation is an everyday occurrence is funny and heartwarming. The way we all communicate now has changed completely and I am intrigued by the digital revolution and it?s impact on dating. The game has changed.?

Dench brought that inspiration and Croucher?s idealized character to life.? Croucher commends Dench as a key factor to the film?s success, in addition to its ?very real and funny take on a very modern reality; Silver surfer dating.?

Of working with Dench, Croucher gushes, ?She is a dream, so funny and just how you imagine she would be in person.?

In terms of getting Dench onboard for the film, Chris Foggin, the film?s director, had developed a working relationship with the actress through previous productions.? Croucher was lucky enough to have Dench as his muse for the script, as Foggin had spoken to her ahead of time about the project.? Croucher recounts these dealings with wistful reminiscence,

?When we started on the short, we showed her [Dench] the script, she said yes and a few months later we said ?Turnover.?? If only everything in life was that simple.?

The film certainly garnered attention for its star, however this did not determine the film?s expenses, which Croucher quotes as ?relatively cheap,? around $8,000.

Scott Schaefer?s film, The Carrier, screening in Showcase 3, features performances by three famed names in the business, Rita Wilson, Chad Michael Murray and Anna Paquin.? The film depicts the posthumous implications of an STD carrier, Thatcher (Murray).? Schaefer reveals ?legacy? to be the impetus for the film, ?I am always intrigued by legacy. ?What items or stories that people leave behind. ?I feel that this is the ultimate legacy story.?

?

Certainly a mother (Wilson) obliged to deal with the death and subsequent discovery of her son?s HIV infection is burdensome, and carries a degree of weight on the remnants of the past.? The film articulates a significance that lingers even after the credits roll, and with that comes natural contemplation on the film?s subject matter.? Schaeffer hopes the audience will ?walk out of the theatre wanting more, involved in discussions about what do you think happened next.?

On working with Wilson, Murray and Paquin, Schaeffer extols the trio.

?It was amazing. ?They have all been in the business for quite some time and they are amazing actors who were extremely professional and a blast to work with. ?I was truly lucky to have them a part of the production.?

With the encouragement of Paquin, who Schaeffer was working with on another project, the film got its start.? And thanks to a casting agent, ?everyone else fell into place,? Schaeffer recollects.

While Schaeffer faced challenges with the film?s costs, which amounted to a medium to high budget short, it only took a mere three and half days to shoot.

In terms of what differentiates shorts with celebrities from shorts with unknown actors, all of these filmmakers divulged in some capacity that while prominent actors certainly create more exposure for films, that does not necessarily designate a finer film.? Jonah Ansell, the creator of the animated short Cadaver, featuring the voices of Christopher Lloyd and Kathy Bates, so eloquently extends his viewpoint,

?At the end of the day, it doesn?t.? Movies are about stories.? Successful movies are about finding the right actors to help tell that story.? Great actors (regardless of their fame) are potent partners in helping you create a compelling emotional journey for your audience.? I have such a respect for actors and the talents/nuances they bring to storytelling.?

These are undeniably a superb set of filmmakers who were admittedly fortunate enough to work with experienced performers.? But it was the collaboration of the expert casts, great storylines, conscientious crews, combined with the passion and conviction of the filmmakers that made each of these films a success.

Ax murderer's homecoming stokes Caucasus feud

BAKU/YEREVAN (Reuters) - Ramil Safarov is a convicted ax murderer, but to Elnur Gasymov, a university student in Azerbaijan, he is a hero.

"He killed a military officer of our enemy," Gasymov said of his countryman, sent home last week after serving eight years of a life sentence in Hungary for killing an Armenian classmate during a NATO-sponsored English-language course in Budapest.

Gasymov entered Lieutenant Gurgen Markaryan's room as he slept, stabbed him several times with a knife and struck him repeatedly with an axe, nearly severing his head.

"He will always be a hero for me," said Gasymov.

Instead of sending Safarov to prison, President Ilham Aliyev pardoned and freed him, drawing angry protests from Armenia and expressions of concern from the United States, Russia and the Organisation for Security and Cooperation in Europe (OSCE).

The 35-year-old officer was also promoted to major and given back pay of 45,000 manats ($56,000) for his years in jail.

For nearly two decades, the "frozen conflict" between Christian Armenia and Muslim Azerbaijan has been punctuated by heated rhetoric and deadly skirmishes across a cease-fire line in a disputed patch of the Caucasus Mountains.

Now the 2004 murder and the hero's homecoming of the killer has returned to haunt the neighbors, stirring rumblings of war in a strategic region at the intersection of Europe and Asia.

Armenia has even suspended diplomatic relations with Hungary for sending Safarov back to Azerbaijan. People on the streets of the Armenian capital Yerevan are furious.

"Aliyev has given a very bad example of how to become a hero in Azerbaijan: just murder a sleeping Armenian with an ax and you become a hero," said housewife Lusineh Avdalyan, 32.

"The international community has now seen Azerbaijan's real face and it's now up to it to decide what to do," said Emma Vardanyan, a 75-year-old pensioner.

Cast in Azerbaijan as a triumph of justice and in Armenia as an unthinkable provocation, it has severely damaged efforts to end a territorial dispute that has resisted years of mediation led by Russia, France and the United States.

NATO Secretary General Andres Fogh Rasmussen added his voice to those criticizing Azerbaijan.

"When I meet the Azeri president tomorrow, I'll convey to him a very clear message that I'm deeply concerned by Azerbaijan's decision to pardon the army officer Safarov, because that decision damages trust," he told a news conference during a visit to Armenia on Thursday.

"The terrible and tragic incident that happened eight years ago was a crime and such crimes should not be glorified."

Nevertheless, he was greeted with chants of "Shame!" by a few hundred protesters near the university where he gave a speech, and a smaller protest was held outside the headquarters of President Serzh Sargsyan. Demonstrators said NATO had not done enough to demand justice.

Azerbaijan and Armenia have been foes since the last days of the Soviet Union, when ethnic Armenian forces defeated Azeri troops and wrested control of the mountainous Nagorno-Karabakh region from Azerbaijan's control.

A 1994 ceasefire halted the conflict with 30,000 people killed and about a million, overwhelmingly Azeris, driven from their homes. Countless meetings between presidents and prodding by mediators has brought no deal to end the dispute.

"We should not return to the conflict. On the contrary, there is a need to reduce tension, to promote peace, reconciliation and cooperation," Rasmussen said.

That just got a lot harder, said Thomas de Waal, author on Nagorno-Karabakh and analyst at the Carnegie Endowment for International Peace in Washington.

"It's a really deadly blow to the negotiating process or what's left of it," de Waal said. "You need two sides to negotiate. I cannot see how the Armenian side will for the foreseeable future want to sit down at the table with the Azerbaijani side after what is a strong provocation."

Azerbaijan has dismissed criticism from Europe, Russia and the United States and a Foreign Ministry spokesman called Armenia's reaction "hysterical". Azeri authorities contend the pardon was justified, saying that Safarov's family was driven from Nagorno-Karabakh and that he faced harassment from Armenians during the NATO English-language course in Hungary.

"His native village was occupied by Armenian forces. His psyche was damaged," said Ganira Pashayeva, a member of the parliament from the ruling Yeni Azerbaijan party.

"The Armenian officer offended his dignity, offended the Azeri national flag," she said, repeating claims Safarov made at trial. "That's why he did what he did."

The court found no evidence to support Safarov's claim that Markaryan had insulted the flag, according to Amnesty International. It said Safarov was seeking revenge for deaths in the Nagorno-Karabakh conflict and had said he was sorry he had not had the opportunity to kill Armenians earlier.

Energy-rich Azerbaijan, which is host to oil majors including BP, Chevron and ExxonMobil and is courted by Western countries but criticized over human rights, has spent heavily on its armed forces.

Aliyev has repeatedly assured Azeris that the government will not wait forever for a negotiated solution and will take control of Nagorno-Karabakh by force if necessary.

Appealing to refugees and other Azeris angry about the lost territory and frustrated with the lack of redress, the tough talk is also meant to warn Armenia and put the international mediators on notice that Azerbaijan's patience is limited.

Hungarian authorities say they acted in compliance with international law and that Azerbaijan had promised to uphold Safarov's sentence. Opponents of Prime Minister Viktor Orban say the decision to free Safarov is suspicious at a time when he sought closer economic ties with energy-rich Azerbaijan.

Some 2,000 people protested outside parliament on Tuesday. The biggest opposition party, the Socialists, wants to see documents to determine who made the decision - and why.

"For the time being, it seems there is a serious chance that Hungary's prime minister has let loose a convicted criminal ... for economic gains," Socialist lawmaker Gergely Barandy said on Thursday in comments quoted by national news agency MTI.

A mixed open on Wall Street after weak jobs report

NEW YORK (AP) ? Stocks are edging between small gains and losses in early trading on Wall Street Friday following news the U.S. economy added fewer jobs than expected in August.

The Dow Jones industrial average was down one point at 13,291 after the first hour of trading. The Standard & Poor's 500 was up three at 1,436 and the Nasdaq was up less than a point at 3,136.

The government reported that 96,000 jobs were created in the U.S. last month, fewer than economists were expecting. The unemployment rate fell to 8.1 percent from 8.3 percent, but only because more people gave up looking for work.

Tech bellwether Intel dealt the market a blow by cutting its revenue outlook because of weak demand for its semiconductors. Intel fell 79 cents, or 3 percent, to $24.30.

The small stock gains follow big ones Thursday. U.S. stocks hit four-year highs after the European Central Bank announced plans to buy an unlimited amount of short-term government bonds from struggling countries in the region such as Italy and Spain. The hope is that the borrowing costs of those countries will ease, making a breakup of the 17-nation euro zone less likely.

The weak jobs report in the U.S. increased expectations that the Federal Reserve could announce more steps at its meeting next week to encourage lending and keep interest rates low by buying Treasury bonds.

Analysts from RBS wrote in a note to investors that they now see the likelihood of the Fed announcing new asset purchases next week at 90 percent. "We expect the Fed to act in September," they wrote.

Bond prices rose as a result, sending their yields lower. The yield on the benchmark 10-year Treasury note fell to 1.60 percent from 1.67 percent late Thursday.

Overseas, the new bond-buying plan by the European Central Bank sent stocks up sharply. The Hang Seng index in China rose 4 percent, and Japan's Nikkei rose 2 percent.

Most major markets in Europe are rising, too. Benchmark indexes rose 0.7 percent in Germany and 0.6 percent in France. Italy's main index rose 2 percent.

Series one of the acclaimed Threesome slipped onto our screens last October without a huge amount of publicity, it could be said, on the part of Comedy Central. Yet despite this, the comedy has gone on to develop a solid fanbase, earning itself a well-deserved second series in the process?

The formula of the show is simple: Take three friends- one couple and their gay flatmate. Sprinkle liberally with lots of drink and drugs, and then shake things up rigorously with one accidental intoxicated threesome. The result? One woman made pregnant by her gay flatmate, and one very awkward situation. Welcome to the world of Alice, Mitch and Ritchie.

The man behind the concept of the series is Tom MacRae, BAFTA nominated screenwriter, award winning children?s author, successful playwright and to cap it all a massive fan and occasional writer of Dr Who- an honour which has turned him into a ?minor celebrity? amongst fans of the long-standing British sci-fi show.

However, while he may already be well known within Time Lord circles, Tom is quickly being recognised for his mastery of the comedy genre, telling me: ?I was in a club recently and this guy came up to me and asked me if I was Tom MacRae. I thought it was another Dr Who fan, but then he told me he loved Threesome! I?m amazed that he knew me from the show, but it made me realise that people really do love it if they recognise who I am.

?The show should not be taken literally, but it is based on lots of real life scenarios and people who have influenced me, and I guess I?m holding a mirror up to them as a collective. I took people who from the outside perspective have a very unconventional relationship and live in a slightly cheeky world, but to them it?s just their normal life. Then I threw the baby in and made these friends become a family, testing their ability to grow and mature and try to be responsible. When you?re still young and starting to get a bit older, you often think what sort of adult you are going to turn out to be. Threesome explores all of that in a really funny, fresh original way.?

The second helping of the comedy continues from where the first one left off, which saw Alice giving birth to Mitch?s baby. But while series one of the comedy covers roughly nine months of story time (the preconception, the conception and then the birth), series two takes part in a much shorter timescale, dealing with the weeks immediately after the birth.

Speaking to Tom, it?s easy to see how much he enjoys writing the show: ?Our friends are still the people we know and love- they are still funny, and they still have the ability to take a household chore and turn it into a wonderful game. They also continue to make mistakes, but are not as irresponsible as last year and are taking their duties seriously. There?s a whole new level of things for them to screw up now they have the baby to look after.?

Tom was mentored by no other than Russell T Davies, with the Queer as Folk writer teaching him the skill of being ?very warm and cheeky at the same time?. He?s also good friends with Guardian writer, gay activist and actor Charlie Condou, who spoke to Tom while he was writing about his unusual experience of parenting.

?We?ve not gone down the clich?d route of having the characters be so tired they?re like zombies, but focussed on them trying to find their feet as parents and the challenges that get thrown up in the process.,? says Tom.

?Richie has to go back to work, Alice is left on her own during the day, and attempts to make a new mum friend (which goes slightly wrong), and Mitch has to try to find a job which he realises he?s not qualified for so he attempts to get enough GCSEs. They?re just looking to be good parents and trying to be a bit more grown up, and that?s where the comedy is.?

Tom is a huge fan of American comedy, including Everybody Loves Raymond and Modern Family, which is talked about endlessly on set. This love of all things USA has seemingly rubbed off on the writer?s work, with the screenwriter referring to Threesome as a comedy that ?is very much state side.? Like all good American comedy series, it?s also immediately accessible to newcomers, and viewers should not be scared off by not having seen season one.

But what?s next for the golden boy of British comedy, and is this the end for Threesome? Not on your nelly, says Tom: ?I really hope to do a third series, and the producers and I have been discussing quite seriously what we?d do. It?s not commissioned or confirmed yet, but it?s very hopeful that we?ll do at least one more year- though of course it could run for many more years. As long as people want to keep watching and Comedy Central keeps putting it on our screens, then we?re going to keep doing it.?

The writer tells me that he is working on a new feature film, and will also script Dr Who again sometime in the future: ?I don?t know when you?ll see it, but you definitely will,? he says.

Series two of Threesome is on Comedy Central on Monday 1 October at 9.30pm.
